Jean B. Armstrong passed away peacefully on May 25, 2026. She passed away due to complications of a broken heart, having never fully recovered from the passing of her beloved husband. She will be remembered with love and affection by her family and friends. She was an avid civic leader striving to make a lasting impact on all those that knew her.

Jean was preceded in death by her devoted husband, John Armstrong, whose absence she felt deeply and whose memory she carried with her always, her parents, Charlotte and Jesse Bishop, and her many cherished fur babies. Jean is survived by her children and grandchildren: Heather Armstrong Blackwell, Larry Blackwell, Ryan, Jessica, Ashley, and “Rob” of Virginia, and John Armstrong Jr. his son Joshua, of Colorado.

Jean served both in public and private sectors. Beginning as a pharmaceutical representative, a Certified Economic Developer, and a lobbyist among many other contributions to the State of Louisiana.

Her love for Louisiana was evident in every aspect of her life. It was reflected in her devoted service as State President of the League of Women Voters, among many other roles advocating for voting rights, and in her leadership as Founder and President of Leaders with Vision an organization dedicated to informing Louisiana citizens on issues of civic rights, education, and health care. Baton Rouge was her home and New Orleans had her heart. She loved sharing with her family through its food, culture, and architecture. Whether enjoying streetcar rides, walking through Jackson Square, listening to local music, or savoring beignets, she created treasured experiences that have left lasting and cherished memories. Her legacy of service, compassion, and dedication will continue to inspire all who knew her. ‘The Lord is my shepherd; I shall not want… Surely goodness and mercy shall follow me all the days of my life.’ (Psalm 23:1,6)

Together in life and now together for eternity, John and Jean Armstrong will be laid to rest. Family and Friends are invited to gather to celebrate their beautiful lifelong bond and honor their memory.
